Don't know what to install on windows. On debian it is part of python, i.e. 
        # dpkg -S /usr/lib/python2.7/dist-packages/polib.py
                python-polib: /usr/lib/python2.7/dist-packages/polib.py
        # dpkg -S /usr/lib/python3/dist-packages/polib.py
                python3-polib: /usr/lib/python3/dist-packages/polib.py
