The tests pass for me. I install Hebrew with
install-tl-ubuntu --hebrew
I don't remember what that option actually does. I could look it up and
give the stand-alone commands if you're interested.

Actually I think that is the default now. See ef9a05de and 8a656d95. The
tests pass for me, both when compiling manually and with the ctests:
