TODO: find out which encoding is used for the arguments by CMake
The today's CMake changes from Kornel set the encoding to itf-8 and this works fine here.
I hereby give a +1 for Kornels' and your work for 2.3.x. As I am no expert, I don't know the combination of your patch and Kornel's work is the full solution.
