By the the "best effort" policy we mean best effort on our part to know real
identity of the contributor, not how we treat his name, cf

That's the legal part. Last time when we talked about this, the major
issue was rather social aspect -- that we want to know who we are
collaborating with.

I think you are too bureaucratic by trying to declare all this stuff, anyway
couple of long-term core devs are enough :)
