MiKTeX had a bug that prevents LaTeX packages from being downloaded and installed. Therefore new users did not get a fully functional LyX. This is now fixed and therefore released a new installer version - that also fixes 2 installer bugs and updates all third party libraries for Windows.
When it is at ftp.lyx.org I would announce it on lyx-users with an explanation. many thanks and regards Uwe
