I disagree. This is a system administration issue.

If the policy at a particular site is more restrictive than the
default, then setting all users' umasks properly is the way to go.
You also have the option of putting the temp directory in, say,
/var/tmp/my_lyx_private/ where /var/tmp/my_lyx_private is set
up so that only you can read/write to it.
