One ineresting point is, that it works with XeTeX.

We have a similar problem in the ctests (unreliableTests):

My guess it that the auxiliary files in the compiling directory play a
role...

In case of this doc, consistent use of either "british" or "english"
is not just a workaround but "the right thing" anyway.
