Yes, correct. If you add new info that affects LyX in general this info should of course be shared to the other languages using change tracking.

If you are only translating change tracking is of course not necessary. I thought this is obvious. As you know me I am not a big fan of rules. What I wrote in development.lyx is how I think it is sensible to simplify the work on the manuals. So these are not strict rules like a law. I think it is obvious that only with change tracking people have a chance to add a new info to the other language versons of a file.
