Dear Uwe,

In Development.lyx we currently state

  4. You MUST assure that the document is compilable as "PDF (pdflatex)"
  after your changes.

But some of our documents are not designed to compile with pdflatex. For 
example, our Japanese documents should compile with dvipdfm. And 
examples/powerdot-example.lyx fails with pdflatex (which we note in the .lyx 
file) and is meant to be compiled with PDF (ps2pdf).

I propose to change the rule to:

  4. You MUST assure that the document is compilable as "PDF (pdflatex)"
  or the document's default output format.
