I still favour allowing values that
  * LaTeX allows,
  * have use cases (maybe rare) and
  * are not "dangerous".
Negative margins has some use cases:

* Dealing with a printer/driver that add its own margin, or doesn't support unusual paper sizes
  (A better driver is a better fix, but may not be possible.)
* Lining up a sheet of labels. Negative hspace/vspace is an alternative here. * Making weird/creative effects where margins go outside the paper and the text gets clipped.
