surprising because I have a similar setup to Liviu.

I've finally discovered where the problem arose. Under Document settings > Language I had somehow set the Other button and chosen Unicode (utf8) and then under Language package chosen none. Changing both settings to default resolves the problem.

I confess I know essentially nothing about encodings and cannot recall how the problem settings arose, let alone how they became document defaults. But if those particular values *are* chosen, they do cause a problem. (In my ignorance, I have no idea whether someone would consciously choose that pair of settings, or whether they are a nonsense pairing.)
