I tested it and in limited testing it seemed to work well (fixed the
issue under discussion and didn't appear to change anything else).
However, neither of us knows whether the patch is the correct way to do
things. Does anyone feel like taking a look?

Scott probably meant to link to http://www.lyx.org/trac/ticket/9717.
Scott's patch was meant to let us see the contents of greyed-out
(disabled) Submenus, but had the side-effect of always showing the
OptSubmenus too, so there was no more distinction between the two (apart
in the odd case of an empty OptSubmenu).
The "patch" (just a code sketch written in the browser) amounts to the
attached, the logic of which I am more convinced with now. So I lied
in the other message, my last patch for 2.2.0 is this one.
Seems sensible, though I did not have time to test.
