tests: file(TIMESTAMP ... ) requires CMake 2.8.11

Using CMake version 2.8.10, all tex2lyx tests fail due to the use of

file( TIMESTAMP .. )

in runtests.cmake. The TIMESTAMP command is available since CMake 2.8.11.
