LyX 1.1.6fix1: Version Control

Guys

Has anyone tested the version control software in Lyx 1.1.6fix1.  As far as I
can tell, It doesn't behave as it once did.

If I open the file, modify it and save I get the following error.
        utime error.

If I try to Version Control > Check in Changes I get the following error
        ci: RCS/file.lyx,v: no lock set by bscazz

Also, I can't bring up Check out for edit anymore.

Any ideas?
