Yes. If you choose"custom" the slot beside it becomes enabled. In that
type "SumatraPDF" (not just "Sumatra") and click the Apply button.
However, that isn't enough. You have to tell LyX where to find it. Under
Tools>Preferences>Paths, go to the PATH prefix slot and add the path to
the folder that contains SumatraPDF.exe. On my system this is
C:\Program Files (x86)\SumatraPDF so I add that at the end of the items
already in the path: ";C:\Program Files (x86)\SumatraPDF" (without the
double quotes). The semicolon at the start is needed. Click the Save
button. It should work without having to reconfigure.
The other way of getting Sumatra to act as your pdf viewer is to leave
"pdfview" in the Viewer slot but make Sumatra your Windows default pdf
viewer. On Windows 7, I go to Start>Default Programs>Associate a file
type or protocol with a specific program, and scan down the list to pdf.
If SumatraPDF is not already the default viewer, click the Change
program button (top right) and browse to or select SumatraPDF.
