I have no idea. I just can point you to the problem, which must be solved
in order to support pandoc.

It is certainly possible to set other document encodings than utf8 on
Windows, isn't it?

No, since you proposed the pandoc addition, this is your call. You cannot
push in a new feature and let others do the house cleaning.
