I never used it, but it would certainly be a valid addition. Note that, even if Pandoc seems to handle BibTeX, htlatex is still outstanding because it supports Biblatex and biber (and it does it very well). This is highly relevant for the Humanities, while it is probably less relevant for other disciplines (conversely, I do not need maths conversion, so I don't care personally if and how maths formulae are converted).
