I have a strong feeling about what happens here.

If the GUI language is one for which the numerical separator is not '.', but 
e.g. ',', then
the handling of numerical values is broken.
The test document contains values for
        Document->Settings...->Page Margins->Top: 0.7cm

Setting this value is no problem. But using the dialog later again, 'Top:' is 
displayed in red
and the value is '0,7'.

Since this is invalid, also other document settings are disabled.
