They don't (in general). And we should not require users to use the distro 
TeXLive, but of course it would be nice if the LyX package would suggests or 
recommend the needed texlive packages.

Thanks, this is important. For advanced users it is quite common to use a 
more recent TeXLive than offered by the distro.

On the .sty level: Roughly all \TestPackage lines in lib/chkconfig.ltx. 
However, this list is supposed to be split up (see 
http://www.lyx.org/trac/ticket/9370).
