I am all for disallowing all insets that cannot be inserted in maths.
However, it might be that we should do that in the inset machinery
itself: when a LFUN is marked as undispatch at a given level, should it
always be proposed at the upper level as we do now.
I suspect that "no" is not the right answer, but I cannot think
immediately of an example of lfun that needs to be forwarded to lower
levels.
