[PATCH] initial Qt2 frontend

This patch adds a bare bones Qt2 frontend. There are a couple
of people hoping to start doing something in this f.e. (not me yet !)
so it will help out to have the infrastructure there.

By way of example, the FormCopyright dialog is implemented
from Kalle's old code. Most of that code can also be imported
by someone (and updated).
