Did you have a look at our converter machinery? Isn't exactly what it does?

Apologies - that is precisely what the internal converter does, it
apparently just doesn't do it for word files. (Or perhaps it does and
the wiki is out of date?)
The problem is that no Word --> Whatever converter is pre-defined. If
one where there, then LyX would try to find a Word --> LyX path, and
would use whatever it found. Of course, that doesn't do all the cleanup
your Perl script does, unless it were somewhere in that path.
