As for images, do you really need an image? I think, in most cases, something like \fbox{\parbox{2cm}{\vspace{3cm}Your Photo}} (and a note) will suffice to illustrate the purpose
I can do this but don#t know this works for IEEE. Once I submitted there a paper they did not accept it without a photo of mine (I also used a placeholder). So I fear that users think they can submit with the placeholder instead of an image. But I will add a note to the template to make this clear.
