According to lyx-wiki, there is a new \smash command. I am unable to use GUI to enter the optional parameter (in this case [b]).
Also the conversion of e.g. $\sqrt{\smash[b]{y}}$ to a math inset failed.
(It converts to $\sqrt{\smash{[}b]{y}}$)
