I was going to put it with the other theorem related modules at http://wiki.lyx.org/Layouts/Modules#toc13. It might be a good idea to add it there even if it makes it into the versioning system (with the disclaimer that it's fixed in version 2.whatever), so that users not upgrading to the next version can access it.
