You can update your TeXLive using its package manager.

I did not follow closely the discussion on updating layouts. What did
we decide for that? the "\social" command is a month old. Can we at
least put the new Social insets in a LyX Note (explaining that it can
be used with version 1.5.0 or later)?

Note that this support was added only for LyX 2.1. For LyX 2.1 we even did not release a beta. The compilation works with TeXLive 2013 (which is now feature frozen) and already with MiKTeX if you update it. (A MiKTeX update will automatically be performed when LyX 2.1 is installed.) TeXLive 2013 will be released in 4 weeks, thus before LyX 2.1. (Our experience is that after the first beta version it takes some months to get a release ready because first after the beta release users start to try it out and discover many bugs.)

(The support for modernCV was already changed heavily and requires a new modernCV version. Therefore I had a look this week that I support everything that is in for TeXLive 2013 to have it as feature complete as possible.)

The question is where we should draw the cutting line. After the release of LyX 2.1 it will not be possible to add styles to layout files until LyX 2.2 in perhaps 2 years. Therefor I think we should start with up to date layouts. Otherwise it is almost impossible to decide what can be supported or not. In LyX 2.1 we support many things that require TeXLive 2012 or newer. Take for example the non-Roman language support. This requires a recent polyglossia and XeTeX. There are users requesting that support because they want to use LyX also for their mother language. So should we decline this request because TeXLive 2011 cannot handle this? No, we shouldn't because we want to attract new users and letting the wait for another 2 years is no option. OK, the modernCV change I made is not pressing but already changed so much (because the class itself changed heavily during the last year) that also without my change you cannot compile the example file with TeXLive 2012, except you update it.
