No. The changed layout file would also work with older fileformats, even with 
that of LyX 2.0.6.

Both. We need to run lyx2lyx. I could add the lyx2lyx routines also to an existing fileformat in lyx_2_1.py but it was the consensus during the long discussion about my previous layout changes for LyX 2. that we should do this using a separate fileformat and that the fileformat is just a number. Moreover, the consensus was that adding/removing styles from layouts is no longer allowed in stable series because this requires lyx2lyx and is therefore in the strict sense a fileformat change.
