Yes, this class file doesn't like the fontenc package.

Indeed. this template was not usable at all. It is also outdated as such mandatory things like
\Keywords were missing.
I updated the file now according to the current AEA submission guidelines. For LyX 2.1 I also
modified the layout file by adding the 4 missing styles required by the submission guidelines.
I will now also update our Wiki page.
