For what it's worth, htlatex is generally a disaster on Windows.
Exactly. I have given it up to get it to work. LyXHTML works good and
also eLyXer (used by default to export to HTML) works fine.
The reason is that the converters to HTML work differently from each
other, and sometimes a converter works better than other. For example,
"htlatex" was able to produce complex formula because it produced a
figure file of the equation,
LyXHTML and eLyXer do this as well.
