Unfortunately LaTeX does not allows to do that. Morover, what you want in general is "anywhere between the page of "1) Blabla" and the one "2) Blabla" (but not before the page "1) Blabla".

The "not before" can be obtained by including the float at the start of section 1). From there, the float will be shown as soon as possible. The fact is that there are some cases where there is no good way of actually placing the float.
