I'm not sure about that. Adding one or two new layouts is OK, but a
major change is not, IMHO, unless you provide the old file for
compatibility.

For conferences/journals we probably do not have a choice (unless some people rely on old layouts). For modernCV, I am not so sure it was a good idea. In texlive2012, I have version 0.12. I don't want to see what happens in my older ubuntu 10.04 desktop...

Not everybody run miktex.
