Actually Fedora 16 (and 17) have texlive-2007.

Fedora 18 (to be released in January) and upper (rawhide to be F19) have
texlive-2012.

In case anyone cares the reason for the delay was the dubious (or
nonexistent in some cases) licenses for the individual (la)tex packages.
The through audit was complete this year and so the update is ready to go.

Running this in F18 with almost all the packages installed (this
includes binary, libs and docs packages) this is the final result:

$ rpm -qa | grep texlive | wc -l
4453
