We succeeded about two years ago in compiling xfig 3.2(?) for Windows
using Cygwin<something>19.  Unfortunately, I lost the resulting binary. 

I remember it was a major pain and since I am not working under Windows I
am somehow reluctant to repeat that experience ;-)
