Spellchecker popup woes

These are for Angus.

- the button 'Spellchecker Options' in the spellchecker popupopens the
  old spellchecker options popups. I guess the button should be
  removed, and the form should go away too.

- in the spellchecker preferences, the Browse button should be
  disabled when the personal dictionary text field is disabled.
