Can you report this as a bug? It should be fairly easy to deal with.
Right now, everyone is consumed with the changeover to git.
I guess one question is: Should we actually include the file, or should
we export it separately?

Ticket 8087. I think the treatment of child docs on export should be
uniform. Both latex and html export include them; hence also for plain
text. (I realise this wasn't a good time to be reporting anything, so
thanks for the response -- I've been keeping a spectator's eye on git
proceedings.)
