Could LyX make it easier to create character styles and paragraph styles in
local layout? I'm thinking of a GUI that has the most frequently used options;
power users would still edit the local layout directly. With that, Paragraph
Settings could indeed go away.

Some kind of GUI layout editor is a long-standing wish.
