Indeed. But I guess it seems to me, and apparently to Pavel, that the
flexibility in the per-document setting is worth having.

Yes, unfortunately. Though you can always patch your own source. The
only change you'd need to make is at this point:
    http://www.lyx.org/trac/changeset/40427#file4
Just remove the check for the setting, and switch BLOCK to LEFT always.
