The docs are of course ordinary LyX files. You can edit them within LyX, with change tracking on, and post your changes to the devel list, or perhaps to the LyX documentation list. The wiki you can of course tackle directly.
If you have ideas for LyX's own organization, the way the dialogs are designed, etc, those would be welcome, too. Re-structuring dialogs can be done without actual coding, via QtDesigner.
