Yes, you're right. But I thought it makes some sense because of that part of 
the discussion
in thread "Re: (more on) document language changing":

But now I agree it doesn't make much sense and am asking therefor:
why was the default_language lyxrc-variable not removed too then?

Obviously not the preference was removed but the user interface for it...
