This is conceptually a fixable problem. You make want to look at other
programs that use cmake to get ideas.

No, AFAIK.
It would be great to be able to upgrade gettext without caring about
what ancient gettext is the only available dll.
The Windows packages distribute libintl.dll 0.17 IIRC.
