git-svn exists, and works sufficiently well to handle "mirror" repositories. However, I personally think of it as a means to lower psychological barriers, allowing to postpone the personal mental switch or to overcome technical or political restrictions like the ones you mentioned, but not as a long-term prefered way of working.
