Sure, you may add in the preamble:
\AtBeginDocument{\addto\captionsfrench{\def\tablename{{\scshape Tableau}}}}
or
\AtBeginDocument{\addto\extrasfrench{\def\tablename{{\scshape Tableau}}}}
In the latter case, nothing will happen if the document is not truly
multilingual.
This will be the case if the document is Français in
Documents>Settings>Language
and written only in French, so you must either add
\selectlanguage{french} in TeX code in the document body or mark a word
as non-french to force LyX to emit this command, see my recent post on
lyx-fr mailing list.

Maybe, but it depends on the style of the table. We might discuss this
