I'm assuming you have arabtex installed, but it is possible that it is not
installed correctly.

Do you get any error messages or warnings in the latex/dvips log ?
Do you see Arabic letters in the _dvi_ file ?
Can you see Arabic in the examples/documentation files of arabtex (after
latex-ing/dvips-ing them) ?
