When reporting what seems to be a bug, you should always include the exact
error messages. Paraphrasing them is not helpful.
In this case, can you also send the contents of config.log so we can see
why it can't find your libXpm ?
Are you sure you ran "ldconfig /usr/local/lib" ? Did you install these as
debian packages ? Did you add /usr/local/lib to /etc/ld.so.conf if it
wasn't there already ? $PATH is not relevant in this case.

There is, I don't know where. It should really be linked from
http://www.lyx.org/ but I don't think a package is being maintained.
