First, did you also install the English dictionary for Aspell? IIRC, the Aspell installer does not install any dictionaries automatically. If you did install the English dictionary, where did it end up? I think the correct location on Windows XP is C:\Documents and Settings\<you>\Application Data\Aspell. Do you find it there?
