FWIW, I posted a while back a 'sponsored project' request to improve the
outliner. The target would be Rob Oakes because he offered to implement the
features I had in mind. It died off, as nobody in the list replied with
interest.

On the bright side, if you get your 'sponsored project' accepted, and I want
the features to propose, I'll donate to it :)

But maybe we are getting tangled in red tape here... Nothing prevents me (or
you) to donate directly to the author who promised the feature I liked.
Going through the lyx mailing list was a first step, useful to recruit more
people/money. But if that fails, direct donation is also possilbe (thinking
outloud here).
