I don't have insanely strong views about this, but I tend to agree with Enrico and so would vote for (1). I understand that it will cause some heartache for people who use a lot of scripts, but if the environment variable is checked---is that in this patch?---then it's easy to make one's own system behave globally as if we had gone with (2). That seems good enough to me, and it protects people from doing something dumb.
