That is the point. TTH claims to be a TeX to HTML converter. It should therefore be able to handle valid LaTeX. Having a linebreak in preamble commands is nothing special and every converter should be able to handle this. Even when we change this special code as you proposed, you will have the same problem in other cases. We would have to change most of our preamble code which is error-prone and doesn't solve TTH's general problems.

I mean yes, because we offer you an alternative that works in every case. If eLyXer doesn't suit your needs, try out tex4ht can handle every LaTeX constructs: http://www.cse.ohio-state.edu/~gurari/TeX4ht/
