But to tell the truth I am thinking that maybe we are on the wrong track here... I mean, we'll never be able to have the full power of LyX work area within the TocModel, just think about small insets, labels, ERTs, etc.

This is a very good point, come to think of it. Think about math. Or even just emphasis.

So maybe the right solution for outlining is to be able to hide non section paragraphs and work directly within the LyX work area.

Though here there is a problem, too, though it comes up with the other idea, as well. Suppose you have a document that looks like:

1. Section One

para

para

para

2. Section Two

para

para

para

Now say we hide the pars, so we have:

1. Section One

2. Section Two

Now say you want to add a new sub-section to section 1. So you have:

1. Section One

1.1 Subsection One

2. Section Two

Where are the paragraphs? Obviously, I could put them anywhere, but where does it make sense for them to go? Is the answer the same if I do:

1. Section One

2. New Section Just Added

3. Section Two

or is it different? Obviously, the same sort of question arises at every level of the hierarchy.
