I don't think there's any such project active. But you can look in
$LYXDIR/bind/ for all the bind files, and you will note that one of them
has emacs bindings. So vi bindings are a natural idea.
How to do it? Start with one of those and change it as you need it to be
changed.
The thing that will be tough here, of course, is that LyX is modeless,
so there's no way to make (e.g.) movement be done by letter keys,
without making it impossible to type those letters.
